Which violations carry no points?

  • Speeding by 5 mph or less over the limit (RSMo 304.009).
  • Texting while driving and handheld phone use. Form 899 marks both as no longer point-assessable after August 28, 2023.
  • Equipment violations. The points law applies to moving violations "other than a violation of vehicle equipment provisions."

You still pay the fine on all of them.

Which points can the Driver Improvement Program keep off?

Three groups, named in RSMo 302.302.5: ordinary moving violations, speeding, and careless and imprudent driving. It also covers the 2 extra points for injury or property damage. Nothing else in the table qualifies. Which tickets qualify goes through the exclusions.

What changed in 2026?

Passing a school bus that is stopped to load or unload students now carries 5 points. It was added to RSMo 302.302 effective August 28, 2026, and it appears on the August 2026 revision of Form 899. Older charts don't show it.

When are points added?

Only after a conviction or a forfeiture of collateral. Paying a ticket counts as a conviction. If you want the Driver Improvement Program, ask the court before you pay.
