Texas driver license documents: four proofs, two certificates, and the residency rule that sends people home

DPS asks for proof of identity, U.S. citizenship or lawful presence, and your Social Security number, plus 2 printed Texas residency documents, one showing 30 days here. At 18 through 24 you also bring your ADE-1317 driver education certificate, and for the driving test an ITAD certificate dated within 90 days. Get turned away for paperwork and the next road-test slot is a median of 20 days out, so read the residency rule below before you go. It catches most people.

What documents do you need for a Texas driver license?

Four proofs, plus vehicle papers if you own a car and up to two certificates.

  • Proof of identity.
  • Proof of U.S. citizenship, or of lawful presence if you are not a citizen.
  • Your Social Security number.
  • 2 printed documents proving Texas residency. This is the part that goes wrong.

If you own a vehicle, add Texas registration and proof of insurance for each one. DPS’s REAL ID Document Check tool builds a personalized list for your situation. Run it before you go.

Which certificates do you bring, and when?

Up to two, depending on your age and whether you are taking a driving skills test.

  • Your driver education certificate, if you are 18 through 24. For the adult six-hour course that is the ADE-1317.
  • Your Impact Texas Adult Drivers (ITAD) certificate, if you are taking a driving skills test. It must be dated within 90 days of the test, so a long wait for the road test can outlast it. How the 90-day clock works.

Moving here with a license? DPS waives the course for new residents 18 or older who are surrendering a valid, unexpired driver license from another state.

How do you prove Texas residency?

With two printed documents, both carrying your name and your Texas residential address. One of the two documents must show the applicant has lived in Texas for at least 30 days.

When the 30 days do not apply. The 30-day requirement is waived for applicants surrendering a valid, unexpired driver license or ID from another state, and for commercial applicants. So a new resident transferring a license does not have to wait out a month before applying.

The two traps that send people home:

  • Both documents may come from the same source only if it is a local government or service provider offering multiple residential services — a water bill and a gas bill from the same utility are acceptable; two months of the same bill are not.
  • Documents must be printed. Printed electronic statements are acceptable; a phone screen is not.

What counts as a Texas residency document?

Anything on this DPS list, printed, with your name and Texas address on it.

  • Deed, mortgage statement, payment booklet, or a residential rental or lease agreement
  • Valid Texas voter registration card
  • Valid Texas motor vehicle registration or title
  • Valid Texas boat registration or title
  • Valid Texas license to carry
  • Utility or residential service bill dated within 180 days — electric, water, gas, internet, cable, streaming services, lawn service or cell phone
  • Selective Service card
  • Current homeowner’s or renter’s insurance

The utility category is broader than people assume. A streaming subscription bill in your name at your Texas address is on the DPS list.

What if you cannot produce two?

Applicants who cannot produce two acceptable documents may be eligible to complete a Texas Residency Affidavit. Raise it when you book rather than at the counter.

Common questions

What documents do I need for a Texas driver license?

Proof of identity, proof of U.S. citizenship or lawful presence, proof of your Social Security number, and 2 printed documents proving Texas residency. If you own a vehicle you also bring Texas registration and proof of insurance. DPS has a REAL ID Document Check tool that builds the list for your exact situation.

How do I prove Texas residency?

With two printed documents, both showing your name and Texas residential address. One of the two documents must show the applicant has lived in Texas for at least 30 days. The 30-day requirement is waived for applicants surrendering a valid, unexpired driver license or ID from another state, and for commercial applicants.

What documents does a new resident need for a Texas driver license?

The same four proofs, and if you are surrendering a valid out-of-state license the 30-day part of the residency rule does not apply. The 30-day requirement is waived for applicants surrendering a valid, unexpired driver license or ID from another state, and for commercial applicants. DPS also waives the six-hour adult driver education course for new residents 18 or older who surrender a valid, unexpired license from another state.

Can I use two bills from the same company?

Only if they are for different services. Both documents may come from the same source only if it is a local government or service provider offering multiple residential services — a water bill and a gas bill from the same utility are acceptable; two months of the same bill are not.

Does a phone screenshot count?

No. Documents must be printed. Printed electronic statements are acceptable; a phone screen is not.

What if I do not have two residency documents?

You may be able to sign an affidavit instead. Applicants who cannot produce two acceptable documents may be eligible to complete a Texas Residency Affidavit. Ask about it when you book the appointment.

Does a streaming subscription really count?

Yes. DPS lists streaming services among acceptable utility or residential service bills, alongside electric, water, gas, internet, cable, lawn service and cell phone. The bill must be dated within 180 days and carry your name and Texas address.
