Texas driver license over 25: drivers ed isn't required, but the written test still is

No. Drivers ed isn't required at 25 and over in Texas, though DPS calls it "highly recommended." Passing it satisfies the highway sign and traffic law portions of the DPS knowledge exam. Without it, you take those portions at the DPS office. Three things do not change at any age, and one of them, the ITAD video, is the step people miss.

Do you need drivers ed at 25 in Texas?

No. §521.1601 prevents DPS from issuing a license to a person younger than 25 without a driver education certificate. It says nothing about anyone older, and DPS puts the same point in a parenthesis on its application page: “No driver education requirements for ages 25 and older.”

The test is your age when DPS issues the license, not when you start the process.

What does the course still change if you take it at 25?

One part of the exam. Under §521.167 the course satisfies the highway sign and traffic law portions of the DPS knowledge exam, so those portions are done before you reach the office. DPS says this on its own testing page:

“If you are older than 25 and are applying for a Texas driver license for the first time, you are not required to have completed driver education, however it is highly recommended.”

— Texas DPS, Third Party Skills Testing Program

If you have never driven, or you learned abroad and Texas signage is unfamiliar, six hours of structured material and a practice examination is a reasonable trade for not sitting a written test cold.

If you are a confident driver who never got around to the license, you may not need it. You can take the written test at DPS instead, and we would rather you did than buy six hours you do not have to take.

What still applies to you at 25 and older?

Everything but the course requirement. The ITAD video, the vision test and the driving test apply at every adult age, and without the course the written test is yours to take at DPS.

  • The Impact Texas Adult Drivers (ITAD) video. Still required before the driving skills test, at any adult age. This is the one people miss, and DPS will not test you without the certificate. The video and its 90-day limit.
  • The written knowledge test. Without a driver education certificate, you take it at the DPS office.
  • The vision test and the driving skills test. Both in person, both unchanged.
  • The appointment queue. Median wait for a skills test was 20 days when we read the DPS report on 2026-10-13.

The whole sequence, from documents to the card, is in how to get a Texas driver license as an adult.

Common questions

Do you need drivers ed at 25 in Texas?

No. DPS states there are no driver education requirements for ages 25 and older. §521.1601 only reaches people younger than 25, so once you are 25 the course is optional.

Do I have to take the written test if I am over 25?

Yes, at the DPS office. If you pass an approved driver education course first, it satisfies the highway sign and traffic law portions of the DPS knowledge exam. A valid license from another U.S. state is the other way around it, since DPS exempts that transfer from the knowledge and skills exams.

What do I still have to do at 25 or older?

Everything else: the application, identity, lawful presence and Texas residency documents, the $33 fee, the vision test, the knowledge test, the driving skills test, and the Impact Texas Adult Drivers (ITAD) video before that skills test. Only the driver education requirement drops away.

Is the course still worth taking at 25 or older?

It can be, if you would rather not take the sign and traffic law portions at the office. Under §521.167 it satisfies the highway sign and traffic law portions of the DPS knowledge exam, and DPS calls it highly recommended for first-time applicants over 25. Whether that is worth six hours and the price depends on how comfortable you feel walking into a written test on Texas traffic law.

Do I still need the ITAD video at 25 or older?

Yes. DPS lists Impact Texas Adult Drivers (ITAD) as required for drivers aged 18 through 24 who must take an adult driver education course, and for drivers 25 years or older. The video requirement does not have the same age cut-off as the course.
